sometimes the people have mic , but speak a diferent lenguage like Latin america players. Is a problem , i know but well this gonna happend always (Sorry for the bad english xD)

There's no real reason why a 2 nomic limit can't be set for pugs. It won't decrease the amount of pugs, will still allow people to nomic if they really need to, and will raise the level of competition/teamplay in pugs. Where's the negative?

even more annoying than nomics are people who have poor mics
you know..people who make noise when they speak
also have played with guys who played from a submarine and helicopter
laughed about it though but rather nomics than people annoying you 40min+ with their poor mics and ambient sounds
