Communication is definitely an underrated asset in UT, and I think that's because much of the most vital info requires no skill. Your examples wouldn't be applicable to this mod; the EFC wouldn't be affected, and there's simply no way to remove hectic situations from UT. There will always be people who can do more with what they're given in this competitive community, this mod would simply allow those people more creativity.
Realistically, a lot of communication doesn't require skill. Coordinating attacks for instance (this is an offense-minded mod). Currently the only method is 3 guys spamming comms every 10 seconds with "Attacking wherever...nm dead", or opening F1 to see where your 'mates are. The most likely scenario is that comms won't be used on offense because it's more practical to give priority to the defense until a promising grab. If the pinnacle of UT comms is pinging your location, then there's not much skill involved.
Forget location markers if you want, but keep in mind the problem that's been defined. 5v5.ictf is simply too fast of a game to accommodate dynamic strategy AND the constant location reporting necessary to execute said strategy. The purpose of the mod would be to allow room for more skilled comms by reducing unskilled comms. We already play with FC location displayed on the HUD, and I'd say that's a fantastic feature. I'll suggest a compromise that tackles the same problems. An optional HUD component that displays the people on your team, and a timer since they last died. It's more vague than location markers, but provides similar information when combined with map knowledge (travel time base-to-base). Best of both worlds?
