Someone should create a thread and find out how much
community combined is willing to pay total for an anticheat. Put your money where your mouth is
From that, you would need to buy individual triggers to first gauge exactly where that stands currently. Then you implement a plan to how you would take down those private bots. Public bots are easy to find; it's the private ones that would have to be top priority to get hands onto. Then comes the coding.
1) You would need to set a budget for all that
2) figure out who you would trust with access to that from within the community (some that I don't trust with cheats at all - including couple current admins).
3) you need a couple coders that are willing to put their time down for coding out of passion for the game. You won't get paid much and you would have to be ready for that.
4) Testers. How do you go about testing? plan of action. Need somebody in leadership role that won't get bored halfway through project or simply never finish things through
