We could model an ictf league after my casual softball league.
First of all, it costs $45 per person to join the league for 14weeks? (have to confirm this). While this might split the community, if we charge $25 each and get 5, 10 or 9 player, teams it might pan out well for prizes and server/ts/webpage costs, be very competitive and fun.
The forfeit rule is as follows: forfeiting team must cough up $60 bucks for not being able to field a team. $30 goes to the opposing team (that showed and was able to field a team) and $30 goes to the league.
While transferring this to online community might not work directly, there could be an upfront "forfeit insurance deposit" paid by each player of $5. So signup will include the cash needed to pay the opposing team, and globalunreal, for their douchebaggery. If your team doesn't forfeit, you get your $5 back. 2 forfeits from a team could mean ejection from the league if fees aren't paid.
The whole money thing is a giant can of worms (with rules/admins and cheat protection being the biggest issue) but being monetarily invested in something promotes activity.
I think the majority of the community could afford ~$20.
