Regarding the 2nd video, the shock beam that you see in demo playback is the server's beam, which is hidden from you during gameplay. The beam you instantly see during gameplay is fake and only exists to nicely simulate 0 ping. The server's beam is based on what you saw when you fired, and depending on where you and/or the enemy moved between the time you fired and the time the server produced its beam, it might have to be shifted slightly so that your shot registers properly and so the beam more closely matches what you saw when you fired it 50 milliseconds ago or whatever your ping was.
