No it used to be a pure option to disable it. but newnet has decided the default option is to have it disabled.

If you want to change the setting open up the user.ini and you'll find this

[NewNetUnrealv0_9.bbPlayer]
bNewNet=True
bNoRevert=False

False = press both mice buttons down and you'll revert to the last gun used.

One thing I did notice with newnet is the "switch to best gun" option doesn't work. I use this on my mouse mainly as shock but if i dont have it, it'll then select the next best rated weapon in my list. I'm guess its cuz all the guns have new names?

It work for me. MouseWheelUp=SwitchToBestWeapon
You must not have too many weapons in Engine.PlayerPawn
If you play exotiques mods you have too many weapons in and the bNeverAutoSwitch=False not work fine.
For not have new weapons that automatically wright in you can make your user.ini "read only"
