First on your desktop, put the mouse on the edge of the mat and make sure the cursor is at the edge of the screen, then move it slowly until the cursor gets to the other edge of the screen. Now flick the mouse back and see if the cursor goes to the other corner or stops before or you have some space left to go on the mousepad still but the cursor is already at the edge of the screen. Now do the same in UT (use some edge of a wall as your point of reference and do a 360). That way we can at least know if it's UT's problem or mouse/Windows problem. For me there is almost no accel on the desktop but in UT I have some negative accel.
