Brightness problems

So I've had this problem since forever. Even TO (Ut99 engine) had this problem. When I move up my brightness meter, it gets brighter, than back to the original brightness almost immediately. Doesn't matter if I change the brightness in-game, via INI, via console/preferences, etc. I guess it could be a vid card problem or a driver problem. I currently have a Radeon X1950 Pro with the latest ATI drivers. I think before, for about 3-4 years I fixed it by going through Omega drivers using a different ATI card, but Omega drivers stopped fixing the problem some how. I will try Omega drivers, but has anyone had this problem before?

I have a weird issue with open gl where every time I load UT it doesn't properly set the brightness. It will look like brightness is at 0/10 even though it's at 6/10 in preferences. I have a bind that I hit every time I load UT that looks like "brightness | brightness | brightness | brightness | brightness | brightness | brightness | brightness | brightness | brightness" (adjust brightness 10 times to end up back at 6/10) lol...
