Catalyst won't open

I might have had this problem for a while... since I don't mess with video settings all the time. But I tried to add my old monitor (3 monitor setup) and I realized I couldn't open Catalyst Control Center.

I'm running Win 7 64-bit with a 7950.

Per troubleshooting websites, this is what i've done so far:

remove old/add newest drivers
remove drivers, go into safe mode and delete any ATI assembly codes (i had zero), reinstall
clean out .net frameworks via cleanup tool, reinstalled .net 4.0 and older 12.10 drivers
clean out .net frameworks via cleanup tool, reinstalled .net 4.5 with newest drivers.

Still can't open CCC.
I'm reading that there can be issues with .net and ati drivers, but I haven't hit the sweet spot yet.

Help? Advice? Am I missing something?

It is official. I checked the key anyways and it's set to 1.

First make sure you have framework 4 installed.

Then go to the registry editor (start>run>regedit), find the next folder: KEY_LOCAL_MACHINE/SOFTWARE/MICROSOFT/.NETFRAMEWORK, create a string value "OnlyUseLatestCLR" and set the value to 1, only 1.

i fixed it using a display driver uninstall tool via guru3d to eliminate all related amd reg/software/files/etc
I also used a similar tool for the .net framework, for a clean reinstall.

after both of those the most recent drivers are working fine.

all this basically to learn that i can't activate my third monitor/extend desktop.
It shows in windows and drivers. I'm going to try a vga -> displayport adaptor (currently have vga -> DVI-I. my asus is on the DVI-D so maybe that has something to do with it?
