This sounds like something I was dealing with for a while....

a fresh install of UT fixed this for me

try using Direct 3D9, see if that changes anything.

put your nvidia settings to this.

energy mode: Maximum performance
maximum pre-rendered frames: 1
multi-display: single display
threaded-optimisation: off

Try those and see if it helps, thats what mine is set to.

You can try using an updated utglr for opengl found here -> http://www.cwdohnal.com/utglr/

the stock one is extremely dark as you already stated but also isn't optimized very well

edit - i didnt read the OP very well, as you already tried an updated one.. I have had success with 27 as well as 32 and 34, 37 is the "newest" but 36 is the "stable" release

what is your minimum frame rate set to?

Remind me that you could use a dual (or multi) core fix.

just replace the ut.exe with the one here.

Edit again: Another thing, for Win 7, in your ut.ini, replace any default value to 70:
Latency=70
This will stop the crackling sounds. Mainly for sound drivers (galaxy is commonly default so up to you to just change this.)

Are you stuttering in game, or just in general? Offline?

I would say clear your cache first, the fact you re-installed leads me to believe that you've already done that, obviously, and so that won't work.

If you're stuttering Online (I started to do so just after iCTF.V), I firstly re-installed UT and that didn't help.

I then changed a command on ACE (which I never changed before) - I can't remember it, but its some command about high power or something, I toggled that off and the stutter went away and has been fine ever since.
