To be honest, this fixed the issue, but now the mouse movement feels like complete and utter dog shit.
Ever since I had to use DI, I've been worse than what I was like when I didn't have it and all I've done is complain about my mouse since I started using DI too, as opposed to loving it without.
So frustrated it's untrue.

*Turns out the issue wasn't Fraps, it was indeed DI.

That's what I meant to post first.

turning DI on fixed the mouse sens going whacko, but playing with direct input feels like shit

So do the following:
1) Install a completely fresh copy of UT in a new directory (as to not erase your old one).
2) Test, make sure the problem is not present with no changes made to the fresh copy.
If the problem is not there in practice mode
a) Enter a server and download all the packages necessary for internet play
b) Slowly add settings back from your old copy of UT and test them to make sure the problem is still gone.

If the problem still exists with the fresh copy, close ALL unnecessary applications out side of UT - antivirus, browser, IRC, chat programs, torrents, everything. ctrl+alt+del to make sure everything is actually quit (if you are unsure about the function of a process, google it) and test again. Also, if you haven't ran any scans lately to check for viruses and whatnot, do so. They can cause all kinds of funky problems.
