Did you try reinstalling UT entirely? It needs to be 100% fresh. No cache. No custom packages. Then start adding any extra stuff one by one and see what triggers ACE to lag your game.

i did racert to a mlut server, do u think its fine? i dont understand shit with routing

as i said, my ut run perfectly when its not online, it might be some issues with ace or simply my connection. i will test ur d3d9 settings this week...just to try.

Firewall blocking the port? Onboard nic stack dumping to a crappy cpu?

D3d10 works pretty well if you have a newer comp, maybe give that a shot.

I use that but havent really messed with it, think it came stock.

Kill'ems doesnt have SwapInterval=0, makes it like turbo without that.

Win7, ssd, 16gig and an i7. D3d10 works the best for me, i used opengl until like last year, doesnt seem to work very well on my comp.

Threaded optimization should be turned off in your graphic card settings for older games such as UT, I started playing again because of that

Just played a newnet pug and ut felt OK. I am happy to play this game again
